Mr. Billy Grogan became the first Chief of Police for the new City of Dunwoody in December 2008.
Previously, Chief Grogan served as a Deputy Chief of Police for the Marietta Police Department where he was employed from 1981 until his retirement in 2008. Chief Grogan was promoted through the ranks of the Marietta Police Department and served in many challenging, yet rewarding positions.
As a police professional, Chief Grogan is committed to the concept of Community Policing as a way to connect with the community in a meaningful way to combat crime and disorder and improve the quality of life for the visitors and citizens of Dunwoody. Chief Grogan co-developed the award winning Marietta Strategically Targeting Areas with Resources (M-STAR) community policing program while at Marietta. In 2008, Chief Grogan presented a Senior Leadership Workshop on Community Policing to Senior Egyptian Police Leaders in Cairo, Egypt.
Chief Grogan believes strongly that serving the community is a calling. Giving back and being involved in the community has always been a passion of his. As a member of the Rotary Club of Marietta, Chief Grogan has volunteered for numerous community projects benefitting various non-profits. In addition, Chief Grogan is the Law Enforcement Torch Run (LETR) Director for the State of Georgia. Under his leadership, law enforcement agencies across Georgia raised over $700,000 in 2008 for Special Olympics Georgia.
Chief Grogan is a member of numerous professional organizations, including the International Association of Chiefs of Police (IACP), Georgia Association of Chiefs of Police (GACP), Police Executive Research Forum (PERF), FBI National Academy Associates (FBINAA) and the Dekalb Chief’s Association.
Additionally, Chief Grogan is past President of the Cobb County Law Enforcement Association and is currently a board member of the Georgia International Law Enforcement Exchange Advisory Board (GILEE), the IACP Civil Rights Committee, the GACP Alarm Management Committee, the Kennesaw State University Advisory Board for the Master of Public Administration Program and the Burruss Institute of Public Service and Research and the FBI Joint Terrorism Task Force (JTTF) Executive Board.
Chief Grogan is a graduate of the FBI National Academy, the Georgia International Law Enforcement Exchange (GILEE) program with the Israeli Police and a graduate of the Georgia Command College.
